Information for pilots:
1. DEFINITION OF WINNERS
All pilots shall compete in the same flight tasks. Results will
be scored within two categories:
The Russian National Hot Air Balloon Championship
The Cup of Prominent Russian Aeronauts
The Russian Champion shall be Russian pilot with the highest aggregated score
among Russian competitors by the end of the Event.
The winner of "The Cup of Prominent Russian Aeronauts" shall be the
pilot with the highest aggregated score among all competitors participating
in the competition.
The winner of The Russian Hot Air Balloon Cup shall be the Russian pilot with the highest aggregated score among Russian competitors by the end of the Event.
2. "THE CUP OF PROMINENT RUSSIAN AERONAUTS"
"The Cup of Prominent Russian Aeronauts" was established
in 1997 by the Balloon Federation of Russia and the leading business newspaper
"Economy and Life" in honour of aeronauts who held 17 of the 24 registered
world records in 1930-1950. The Cup was manufactured by one of the leading jewellery
companies in Russia. The winner shall be awarded a small scale copy of the Cup
forever and his name is engraved on the original Cup that is kept in Moscow.
The Cup winner shall be personally invited to the competition in the next year.
3. RULES, LANGUAGES AND PERSONNEL OF THE COMPETITION
The Competition will be run on the base of AX model event rules
version 1/2001, with observers.
The official languages of the competition will be Russian and English.
4. ENTRY CONDITIONS
Each competitor must hold a valid license for hot air balloon
pilot in command. Each pilot in command shall have accumulated at least 35 hours
as Pilot In Command of a hot air balloon by the closing entry date.
5. ENTRY TERMS
The filled enclosed entry form must reach the organizers by March
31, 2003. The organizers would appreciate your sending colour photos of pilot
and his/her balloon with the entry form.
6. ENTRY FEE- NO ENTRY FEE
The organizers should receive the entry form before March 31, 2003.
Team consisting of 3 members (Pilot+2 team members) will have:
Accommodation and 2 meals a day from 09.00 June 07, 2003 till 12.00 June 15,
2003.
competition rules book;
maps (2 copies);
meteo and other flight information;
morning coffee;
propane;
entry tickets to the Welcome Party and Awards Dinner, local sightseeing and
other social events;
souvenirs of the competitions.
(*)Hotel rooms for extra team members should be booked before May 20, 2003.
Payment for hotel rooms is made when checking in.
7. ACCOMODATION FOR EXTRA TEAM MEMBERS
Organizing Committee, town authorities and hotel owners provide
the following accommodation conditions for extra team members:
From 09.00 June 07, 2003 till 12.00 June 15, 2003
single room - USD 60 (bathroom, TV, telephone),
meals are not included
double room (one room with 2 beds) -
USD 80 (bathroom, TV, telephone) meals are not included
8. CHASE VEHICLE RENT
Any request to hire a chase vehicle with local driver shall be
submitted to the organizers in writing by May 20, 2003.
Car rent cost (including a driver's service and petrol) for the whole period
of the event - USD 160.
9. VOLUNTEERS\crew members
An English or German or French speaking (at your choice) crew
member (volunteer) can be provided by the Organizing Committee upon your request.
Request shall be submitted before 20 April, 2003.
10. REGISTRATION
Check-in for pilots and officials will be held on:
Saturday, 7 June, 2003 (9 a.m. - 4 p.m.) in Musorgskiy Musical school, 3 Lenin
sq.;
Sunday, 8 June, 2003 (9 a.m. - 1 p.m.) in Musorgskiy Musical school, 3 Lenin
sq.;).
The originals of the following documents shall be presented at the registration:
pilot certificate/licence;
pilot logbook;
balloon registration document;
balloon certificate of airworthiness;
certificate of insurance for third parties (pilot and balloon).
The Organizing Committee would also appreciate your preparing copies of the
above mentioned documents in advance.
11. ADVERTISEMENT
The organizers retain the right to place an advertisement on a
basket of a balloon.
12. INSURANCE
Each competitor must be insured to a minimum of USD 50,000 for
third parties. Each pilot and each passenger must be insured to a minimum of
USD 25,000.
13. OBSERVERS
The Organizing Committee will consider all suggestions concerning
participation of observers received before
March 31, 2003.
14. BORROWED OR RENTAL EQUIPMENT
To receive the information on renting balloons, baskets and other
equipment, please, contact the Organizing Committee as soon as possible.
15. ACCESS
- By plane to Moscow or St.-Petersburg and then to take a train or a car
to Velikie Luki.
- Another easy way is to come from Europe by car through Poland and Belarus.
- You can take a ferry to Riga or Tallinn and then take a car or a train to
Velikie Luki.
- It is possible to drive across Finland and enter Russia in Vyborg.
On receiving the information about your chosen route to Velikie Luki the Organizing
Committee will render you all possible assistance.
16. AREA OF THE EVENT
The city of Velikie Luki (120 000 citizens) is located in Pskov
region within 480 km to the west of Moscow and within 600 km from St.-Petersburg,
100 km distance from the western border of Russia. It was founded in 1166. The
co-ordinates are: 56N23'/30E37'. The city has good railway and motorway connections
with Moscow, St.-Petersburg, Riga, Pskov and Minsk.
17. SIGHTSEEING AND SOCIAL EVENTS
At free time all participants and guests of the event will have
an opportunity to get acquainted with the region and the city and take part
in social events arranged by the organizers and local authorities. In the beginning
or after the end of the competitions you can visit places related to the great
Russian poet Alexander Pushkin. The 200th anniversary from the date of his birth
was celebrated on the 6th of June, 1999. You can also see Pskov, the most ancient
Russian fortress Izborsk and the unique Pechorsky monastery that has not for
a moment ceased its activity for the last 525 years. Cost of this sightseeing
tour will be partially covered by the organizers.
The Organizing Committee will consider your other suggestions: (sightseeing
tour in Moscow and St.-Petersburg).
